Are there any instances where buried raceways (PVC in particular) need to be encased in concrete. Was recently asked this question about a set of 120/208v feeders running underneath a commercial driveway. I couldn't come up with anything from 2014 code.

Around here,poco rules- all underground service laterals running under streets require it. Also when installing a recessed into a wall servicer riser conduit up to a recessed in the wall meter, it has to be encased by 3'' all sides of concrete or the poco will not hookup a service.

So the wall has to be at least 8" thick?

It's not clear from the OP if these are coming from the POCO or the customer's transformer.
 
That's got to be pain to have the recessed service conduit incased. Do you have any pictures?
