Your link has a problem.

If otherwise used within their intended design applcation, there is no additional prohibition with created by use in Class I, Division 2.

Here is some information about the PDB. It is a UL recognized device. As i mentioned before, i plan to install it inside a NEMA4 enclosure in a class 1 Div 2. I just want to make sure it is OK to do so. Thanks

Here's your problem. That is a UL "Recognized Component" (the backwards "UR"). That means it is intended to be used in specific equipment and has no "general" application. Class I, Division 2 has no bearing, but it is possibly a misapplication as you have described it.
