Would a Receptacle installed in the storage area of an Airport Hanger for an Ice Machine that has a 15 amp cord and plug on it be required to be GFI Protected per 513.12 or could a single receptacle be installed for it?

In a storage area I would say no GFCI is not required. 513.12 is intended to apply to service and repair areas.

jap,

Is the area where the plane is parked, ...the same area
where the plane will actually be serviced & repaired,
or is there another area where the plane will be moved
to be S & R'd ?

The Ice Machine is in the same large area that the Plane will be parked and Serviced.
