I have a 3 phase 480/277 outside service utility transformer. Underground service conductors run to Meter and then adjacent disconnect outside of building. The EC has a grounding electrode running from the meter to rod and also from the main disconnect to rod.
Is this legal?

I thought it you could on hit one or the other.

It is only required in one or the other. I can't think of any rule that says it is not allowed.

Are you sure the EC installed the grounding electrode conductor at the meter and not the power company?

Yes. EC installs meter and gec at meter in our area. I think reading 250.24 (A) (2) is confusing me where it says where the transformer supplying the service is located outside the building, at least one additional grounding connection shall be made from the grounded service conductor to a grounding electrode.

Some utilities require a grounding electrode connection at the meter. Multiple connections between the grounding conductor and grounding conductors are permitted on the line side of the service disconnect.
