Egress lighting is usually low - above doors, decorative is usually higher,
Thief, loitering, board-casting of illuminations always higher and as of yet not required
to be GFCI.

There's a post about temp lights and a reply about NYC amendment s, seems like it temp lights outside and accessible need gfci. I thought would permanent apply.

As far as the NEC goes temporary or permanent hard wired outdoor lighting does not require a GFCI.
