    I put type NEMA 3x its wrong
    my question is how do i correctly ready table 110.28

    Look for a column that has an X in each row associated with the conditions named in the question. Type 4 has an X in the incidental contact row, the rain and snow row, the dust row, and the hosedown row. That is the answer to this question.
