Service entrance OCPD's cannot be rounded up when protecting service entrance conductors.

An outside feeder to another building on site must terminate at a disconnecting means just like a service....but is not a service entrance.

If that feeder terminates into an OCPD can it be rounded up like a typical circuit or must the situation be treated like a service entrance?

I think you are mixing things up a bit: note that the OCPD at the "end" of the feeder does no have to be coordinated with the feeder ampacity - the feeder is protected by the OCPD on its SUPPLY SIDE. You dont need overcurrent protection at all at the remote building, just a disconnecting means (the exception would be if the feeder was a tap per 240.21(B)(5), then you do and you cant use "next size up", or if you needed to protect a panelboard per 408.36)
