What about bonding if we are using epoxy coated rebars?

Dear professional,

We face some time a problem when soil support rusting and because of that Structural guys use Epoxy Coated re-bars. And in this case what method we might use to bond these re-bars to structural grounding network?

Do we have to remove epoxy coating from bonding point?

Should we go for welding or clamping?

Please clear in view of codes recommendation.

There is no requirement or reason to use an epoxy coated rebar as a grounding electrode conductor. From an electrical standpoint there is no rebar.
(For swimming pool equipotential bonding when epoxy coated rebar is present there is a whole set of rules)

Can you please provide me some further details?

That is an option if you want to make a Concrete Encased Electrode, but the NEC does not compel one to do so just because the rebar is epoxy coated.

Can we just rely on the BCW down conductors from lightning protection down to grounding loop through coloms? Will it meet the structural requirements?

If you are required to have a Ufer 250.53(A)(3) allows use of a bare copper not smaller than 4 AWG. If rebar is used it must be conductive. You don't bond to non conductive rebar.
Please review the complete 250.53(A)(3)
And if there is a UFER, you are required to use it. But you are not required (except maybe by contract) to create one if one is not present. Such as when rebar is coated or there is a layer of plastic under both slab and footers.

Are concrete column EPOXY COATED rebars required to be bonded to the down conductors of lightning protection system at both the upper and lower extremities?

As far as the NEC is concerned epoxy coated rebar can be thought of as if it is not even made of metal.

It's NFPA 780 Chapter 4.9.13, not NEC, requiring the bonding of the upper and lower extremities of column rebar or steel structure to the LPS down conductors. But it's not mentioned whether or not this requirement applies to epoxy-coated rebars.
