Above Ground Pool Bonding

A temporary service is installed to supply receptacles for an above ground swimming pool. Should the equipotential grid installed around the pool be bonded at the service disconnect?

The equipotential bond is present to perform the task associated with it's name. It is not a "grounding" means even though it becomes grounded thru bonded equipment. There is no reason to connect it to the service equipment.

Is there an article in 250 or 680 that I could reference for not making the connection at the service? Also, do you have a recommendation on how to bond the water?
