It's going to be in your building code and your fire code. We did lots of them for golf cart charging areas in basements and for telecom switching facilities. It all starts with what type of batteries you have. From there it may or may not need to be explosion proof, ventilated, etc.

There're some goodies in NFPA70(E), Article 320 that governs safety related to shock and burn hazards around/in batteries and battery rooms.
