    what do the 100's feed?
    did you check the connections for tightness?
    did you located the vav and see if the heater was cycling?

    a 25 A 480/3 swing is 20 kva, that is a good bit
    34 A almost 30 kva

    that's alot of copiers or printers
    can you measure when the bldg is empty/unoccupied?

    Is the response rate of the meter accurate enough to trust the numbers?
