I believe the NEC has an exception of the use of GFCI receptacles and the grounding requirement for receptacles located out of reach of the public and fed via overhead conductors. Any comments or help is appreciated.

The argument I am getting is that the NEC is not requiring GFCI protected receptacles outside of commercial buildings and the poles, although not part of the building, are outside the commercial building.

What code cycle are you on? There was a time when GFCI protection wasn't needed for commericial receptacles but it was not a good idea.
