Sub Pnel main breaker

is it common in to have a sub panel in apartment that has no main breaker. The panel outside has main going to it from meter but subpanel
inside has no main, doesnt this violate the 6 disconnect rule?

The 6 disconnect rule is for outside feeders and services:

Outside feeders

225.33 Maximum Number of Disconnects.
(A) General. The disconnecting means for each supply
permitted by 225.30 shall consist of not more than six
switches or six circuit breakers mounted in a single enclosure,
in a group of separate enclosures, or in or on a switchboard.
There shall be no more than six disconnects per
supply grouped in any one location.


Services

230.71 Maximum Number of Disconnects.
(A) General. The service disconnecting means for each service
permitted by 230.2, or for each set of service-entrance
conductors permitted by 230.40, Exception No. 1, 3, 4, or 5,
shall consist of not more than six switches or sets of circuit
breakers, or a combination of not more than six switches and
sets of circuit breakers, mounted in a single enclosure, in a
group of separate enclosures, or in or on a switchboard. There
shall be not more than six sets of disconnects per service
grouped in any one location
.


For the OP's question neither is applicable. Just this:

215.3 Overcurrent Protection. Feeders shall be protected
against overcurrent in accordance with the provisions of
Part I of Article 240. Where a feeder supplies continuous
loads or any combination of continuous and noncontinuous
loads, the rating of the overcurrent device shall not be less
than the noncontinuous load plus 125 percent of the continuous
load.


No 6 disconnect rule for a panel fed by internal feeders.
