What if there is a vapor retarder and/or insulation under the slab?

Let's try within 6' of a sink for starters.

A sink was never mentioned in the original post.

    Just dog grooming area.

I didn't see a sink mentioned either and even if there was one a receptacle could be more than 6' away without GFCI protection.

DIY advice isn't permitted here either.

Determining what is DIY advice and what is just technical information is sometimes a bit of a fine line.

    Some comments on various replies:

10 x 13 addition was mentioned. This is large enough to be used for many different things. What is is called on any permits, zoning documents, etc?

Is there drains in the floor and is used as or has a washdown area?

From 210.8(A)(2):"Garages, and also accessory buildings that have a floor located at or below grade level not intended as habitable rooms and limited to storage areas, work areas, and areas of similar use"

Seems most would call this an area covered by this section.

If it is determined to be a habitable area then it likely needs to have receptacles in compliance with 210.52 and possibly even AFCI protection.

You really need to wash that dog before you groom it. Mine got sprayed by a skunk. Some one said pour tomato juice all over him. Wow, I don't recommend that. With that long hair he was a bloody mess, for sure then.

OP did mention this is not for a dog grooming business - so apparently just for the owner's own dog grooming purposes. May or may not have bare concrete floor and washing area, or even could just have a tub or shower space that is for washing.

If there is a basin and a tub or shower then it fits the NEC definition of bathroom.

Nahh,,,, they just charge extra for that.

As far as a GFI Receptacle being required going by the original post that "Indoor Wet Location" would seem to be as close as we can get to requiring one.

But some would even argue that including myself.

All the talk about sinks, power washing the floor, washing the dog prior to grroming,etc... is all speculation.

Going strictly by the facts of the original post, I would say GFI is not required.
