Exterior Directional Sign

I'm planning to install a small directional lighted sign for a vet clinic. The sign is 4ft x 4ft and will be fed with 120 volt switched power. Question is do I need a local disconnect or will a well marked panel breaker be acceptable. Also, with something this small would I need a ground rod for additional grounding, the sign is about 50ft away from the building.

You need a disconnect. It needs to be within sight (Art. 100). An extra ground rod would do nothing as grounding does not assist in clearing a fault. You will run an EGC to it, however.
