    Disconnect

    Doesn’t the 200 amp breaker in the panel
    satisfy this requirement?

    “230.70 General.
    Means shall be provided to disconnect
    all conductors in a building or other structure from the
    service entrance conductors”

    Yes. 99% of the time, the OCPD requirement, and the disconnecting means requirement are met with the same device.

    Where is the 200 amp panel located?

    If it's not located at the nearest point of entrance of the service conductors it would not. You would need a disco outside.
