This is a minimart with a dwelling unit above. Can I size the dwelling unit panel as I would a normal dwelling unit and just add this load to the downstairs (minimart) load?

i infer that the service will come into the minimart, and that the dwelling unit will be served via a feeder from the minimart's main panel. If that is correct, then yes, you size the dwelling unit per the rules for dwelling units. Then you used that calculated feeder load as an input to the overall service calculation.

If that is true, be sure to check your local building codes. Many building codes prohibit serving a dwelling unit without separate metering.

Certainly as Charlie said, you can add the service loads in that case, but not treat it as a feeder.
