Not around here . The builder would get the power turned on and keep the house at a comfortable temp. We often have power before we have a final to keep the humidity level down with the ac or to keep the house warm with the heat.

If that's the case it would behoove them to not install any fixtures and save money on the electric bill.

What do these builders do if it takes years to sell a house, raise the price monthly to accommodate the electric and fuel bills?

Right here.
I guess if the rooms all have windows, it's legal (building code wise) to not have fixtures. There is a general requirement in the building code which states: "All spaces shall be provided with natural or artificial light sufficient to permit the maintenance of sanitary conditions, and the safe occupancy of the space and utilization of the appliances, equipment, and fixtures." In a room without a window, such as many bathrooms, there might not be any way around not having a minimal fixture of some sort for the C of O.

Not around here. If it takes over a month to sell a house something is wrong with the realtor. The average house in this area is on the market less then 30 days.

That would be more of a reason not to worry about the absence of a fixture.

But back to your original post, if it makes you feel better to install a cheap fixture, by all means do so.
