ignore and buddy list

Can some one explain to me the purpose of the (add to ignore and add to buddy list) are designed for, for sure we all can chime in and give our opinions or thoughts, code references, etc. and not offend some one to where we are put on their IGNORE LIST, this is a forum to learn from, isn't it? I would sure hope it is. :(
