Is there a NEC section covering ratio of journeymen to apprentices?

This issue is not within the scope of the NEC. This is an administrative issue with either your local building department or state contractors licensing board.

The state of Florida as well as several other states do not have ratio requirments. :( :eek:

This will probably be in the Department of Proffessional Licensing records. Our state has a very user friendly website. I would start there.
