There is no Statewide licensing, but some cities require one. Philly and Pittsburg require a license by examination. Some towns and townships around Philly also do. Some just require proof of liability insurance and a fee for a contractors license. Also, some will accept the Philly license, but Philly doesn't reciprocate.
