They place a known resistance in the HRG, this limits fault current to a known value and with the first fault allows a facility to remain in operation. Then the managers can arrange for a shut down at a time that is more convenient. No neutral connected loads are permitted in an HRG system.

A solidly grounded system has a very low resistance connection to from neutral to ground fault current is what the utility can supply and what the OCP's can limit. First fault can be catastrophic and uncontrolled shut downs are possible.
