I was asked about this today and didn?t have a good answer
A service has a 1200 amp disconnect that supplies a trough with six 200 amp disconnects. Water pipe and steel is bonded in the trough.
From the 200 amp disconnects to a meter base and on to the panel in each of the six units. From the 200 amp disconnect an equipment grounding conductor is installed and bonded with the neutral in the meter base and ran on to the panel in each of the units.
I have never seen or heard of anything like this and feel as though that the bonding in the meter would be a violation.

EDITED;
Sorry for the big font but I was at school when I posted and did not realize that the type was so large until I got home
