bad gfci

I recently came across a problem with a gfci tripping under any load. Even a ungrounded appliance. I believe the gfci is bad but am looking for a way to verify this before tearing it out. It is in a Recreational vehicle.

Very seldom are GFCIs defective. Disconnect the load wiring at the GFCI. Test with a load plugged into the GFCI. Now you have isolated the problem to the GFCI itself.

I find quite a few each year in our park system exposed to the outdoor weather that will not trip. Between the ants and vandalism and our winters they take a beating.
 
I see them bad all the time... near the coast here in Florida it seems like you have to replace them almost every year. And no I don't just count on the test button for testing... most fail with the tester also. I think its even worse with the new "in use" covers... maybe builds up too much heat?

Is it a GFCI receptacle or breaker?
