normally, would any portion of a bio-diesel manufactring facility using soy-beans and vegatable oil as the "base" be a classified location ?

You need to know more about the products and process. If none of them are heated above their flash points there will be no Class 1 areas. There may be Class 2 areas.

Biodiesel, once it is manufactured, is fairly benign with respect to electrical area classification; however, several of materials commonly used in the manufacturing process are quite hazardous. As Don said you need to get the whole process well defined.

I have linked to an MSDS list of materials used in a typical process.
 
Ignorning possible dust issues and just addressing the liquid/gas/vapor aspect:
Most fuel oils and diesel fuels are considered combustible rather than flammable.
You should review NFPA 497. It is based on the flash point of the liquid/gas. Class 1 Div I and Div II hazardous areas are required when Flammable liquids/gases/vapors are present.
