I am running low voltage wiring in a relief air shaft. Does it need to be in conduit or can I just use plenium rated wire ?

725.61(A) requires compliance with 300.22. 300.22(B) require the us of a metallic raceway or cable for this application.

Normally when we wire with "plenum" wire its in an air handling space above a suspended ceiling. Wiring is only allowed inside the plenum (or duct) if necessary to act on the contained air and per 300.22(b).
If you are using the air relief shaft as a wiring chase, I don't belive that is allowed.
