Where can I find information on use of MC or Romex type cable outdoor primarliy for area lighting and small power outlets.

NM cable cannot be used outdoors. MC cable is permitted under certain conditions. See section 330.10(A) of the NEC for more information.

Your question looks DIY but I see you are a utility power engineer so I will give you some info.

First Romex is a brand, to the NEC it is NM Cable which is not suitable for outdoor use.

UF Cable looks like NM but is suitable for outdoors.

MC Cable is generally an indoor product, it typically has a spiral metal armor.

There are specific ($$) types of MC for outdoor use.

The uses allowed for any wiring method are in each products NEC article.
But the NEC is not a how-to, for the trade details, you'll want a reference book such as the American Electricans Handbook.
