Philosophical question #1:
When issues such as GFCI, AFCI, TR all start hitting the NEC then why don't they write it up more like:
GFCI protection shall be required for all dwelling unit circuits under 150VAC.
Exception 1) This rule shall only apply to bedrooms and bathrooms prior to Jan 1, 1998
Exception 2) This rule shall include living rooms, dens, and all other non-utility, non-kitchen space after Dec 31, 1997
Exception 3) This rule shall include include all areas after Dec 31, 2000

Philosophical question #2:
Having dealt with my own company specs I've observed that the NEC is mixing to separate topics: Wiring practices and Home design (generically speaking).
I think states like Indiana would have far more pressure to accept AFCI and TR if these topics were separated.
For example: Dwelling unit fire alarms
Wiring Practices includes electrical source, daisy chaining, interlocking.
Home Design includes how many and where
For example: Receptacles
WP) GFCI/AFCI/TR :grin: Ground pin up :grin:
HD) How many, where
We are giving equal legal weight to the presence of a receptacle on a kitchen serving penisula and the wire size used to connect it.
