Proper sizing of CFL lamp to meet UL listing recommended on fixture package

currently working at LOWES electrical dept. My concern is that the replacement of a CFL lamp for a standard rated bulb is not indicated on a fixture package.Info on CFL package only provides equivent rate to an incadencant bulb.I have been asked if a larger CFL can be installed by using the watts size indicated on lamp.My concern is that by increasing to a larger CFL,the heat generated by the ballast could be viewed both as a saftey and a UL listing violation.I realize that conditions could vary by type of fixture,enclosed or open construction.Please comment

The last one I looked at had a warning printed on the bulb not to be used in a closed fixture. This was an edison base screw-in lamp.

is there a need for a larger CFL? as far as I know, the incandescent bulb has a higher watt rating than the CFL and that both provide the same level of illumination.
