200amp service...2 ground rods spaced six ft apart # 6 wire from rod to rod then to meter....#4 to water main...is something missing??????????????

so far see no problem. are there any other electrodes present ? (CEE, building steel, etc.) any metal piping that needs bonding ?

250.24 allows you to connect your grounding electrode conductor at any point from service drop (or lateral) to the 1st disconnecting means. If POCO has no problem the connection can be made at the meter. All grounding electrode conductors do not need to come form the same place, so the GEC to the rods can come from the meter, the GEC to water from the panel.
The GEC could come from the rod to the water but it would need to be #4 to each (no weak link).
