Bundled PVC Underground Conduit

Are there any Code issues with laying underground PVC conduit in a "bundle" and backfilled?

A bundle could consist of many conduits, but for the sake of this post, assume (12) 2" conduits. Conduits have different functions and would contain signal and communication wires, feeders and branch circuits. Each conduit with an equipment ground conductor. The bundle would be covered with 24" or more of earth.

My first thought was to concrete encase, but got to thinking - why?

The decision of whether to use concrete as an encasement depends mostly on what is above it (e.g., a roadway), and what hazard(s) you anticipate (e.g., future digging for construction of new buildings nearby). My only questions for you are (1) How do you plan on selecting the ampacity of the power conductors, and (2) What will you use to justify that selection?

I need to investigate what amount of earth around a conduit still permits it to be considered buried.
