x-ray machine 220amp momenatry current fed via a 200 amp service

I looked at a job today for a chiropractor, he is putting an x-ray machine in that is 1phase 208v, with a momentary draw of 220amps, the circuit for this is sized at 50%, 110amps. The Tenant space he is in only has a 200amp 3phase 208v service, which of course feeds electrinic ballasts, computers, AHU's etc already.
It seems obvious that this load cannot go in this Panel, but I would like some input as this is my first xray install. Do momentary loads, less than 5 seconds, have any exceptions that would allow it to be installed here?

The demand factor is basically the momentary rating for the 1st xray machine. So the load for this would be the same as the 110 amp branch circuit.

So if the rest of the load on two legs of the panel is 90 amps or less, then you should be able to put the xray unit on that panel.
