DC Generator Conductors

I?m currently dealing with a situation where a contractor has installed #1/0 Awg UL/CSA approved 90deg Celsius RHH/RHW Welding Cable for the conductors on an outdoor permanently installed standby DC Generator. The issue is that the local authority has rejected this cable saying that it is not for building purposes and that THHN or THWN should be used, however, the NEC under section 310.13 gives authorization to use these conductors and in fact there is an FPN comment under 310.13 that supports NOT using THHN or THWN for DC circuits in wet locations. Is there is a section or area in the code that rejects the use of this cable for this application that I?m missing?
