do metal luminares need a ground wire

When I look at 410-18 (a) Exposed conductive parts. ....
what are they reffering to when it's written " exposed metal parts shall be grounded or insulated from gorund...

Are they reffering to the conductors?
or are they referring to metal parts that could conduct?

Later code 401-20 and 410-21 talk about having a grounding conductor.

I would think that metal fixtures manufactured today need a grounding means.

They are referring to exposed metal, i.e. that which is not intended to deliver power to equipment.

Metal housings of luminaire's are generally such exposed metal.
