"Conduit systems terminating at an unclassified location where a wiring method transition is made to cable tray,..shall not be required to be sealed where passing from the Class 1, Division 2 location into the unclassified location. The unclassified location shall be outdoors or, if the conduits systiem is all in one room, it shall be permitted to be indoors. The conduits shall not terminate at an enclosure containing an ignition source in normal operation". We have a skid of equipment in a Class I, Div 2 area. We are placing sealing fittings at the motors and panels on the skid. Our customer is insisting on sealing fittings at the boundry even though our conduits will be terminating at cable tray in a unclassified location. The question is; are the conduits terminating on the skid, or at the cable tray?

Yes.
But the real question is do they need to be sealed at the tray? Not from the description you have given. You probably don't need to seal the motors either unless they are required to be explosionproof.
