G.F.I protection in detached garage

Just finished a detached residential garage with its own service.
Had everything on G.F.I except garage door openers and 1 receptacle in the upstairs (finished storage) for the required outlet at the HVAC.
Inspector came back and had me put them on G.F.I.
Was he correct to require the G.F.I's?
What is the code article? We just went to 2008.

The inspector was correct. 210.8(A)(2) just says "garages," without any exceptions for specific loads or areas within garages.
