ceiling fan in stairwell

I have a client that would like to install a 24" ceiling fan with a down rod of 36". This would bring the top of the blades about 6" below the second floor railing. Can't seem to find anything in 2005 code book(I live in CT). It doesn't make sense for safety reasons, but can it technically be done? I will be asking the inspector, but I wanted other opinions. Thanks

The fan instructions demand the blades be no less than 7' from a floor. If the fan enters into this space on the stairwell then it is an issue otherwise it is not. I believe building codes require a 6'8" clearance on stairwells but the 7' should be used for a fan.
