Load center in Powder room

NEC 230.70 A2 doesnt allow for load center in Bathroom. a customer has asked about putting it in Powder room. Just toilet and sink. R we splitting hairs?

Appreciatte any suggestions.

Call it whatever you want, it's still a bathroom.

The NEC's definition of a bathroom is: "An area including a basin with one or more of the following: a toilet, a tub, or a shower."

As long as the service disconnecting means is located somewhere else.
