Inside high voltage

We have a hanger on a navy base where the electrical vault is in the center of the hanger. The contractor is running the 13.5kva to a disconnect outside the hanger and then running EMT across the hanger deck ceiling and through a stairwell to get to the electrical vault room transformer. It doesn,t seem right on an electrical stand point or a safety stand point. Any code references would be appreciated. I haven't found the right code reference yet to question it.

Check out 300.37 of the 2008 NEC

RMC, IMC, EMT even RNC can be used to run conductors over 600 volts above ground.

Article 300 Part II covers it.
Some things to consider - Use longer radius 90's (300.34).
Size your pull-boxes just a bit larger than the calculations require.
Be very conservative with your pulling calculations - sounds like you'll be pulling uphill.
Do it right, and you shouldn't have any problems.
We've always used Rigid, but, like iwire says, EMT is permitted.
It's not required, but we always label the conduit "12470 VOLTS" or something, about every 20'.
