The health care facility on a college campus that has receptacles within 6 ft of the sink needs to be GFCI protected. Is this true? Does the exception apply to the patient rooms if there is a bed in them?

I believe so. There is an exception for health care facilities in patient bed areas, I think but not anywhere in the facility Art. 517.21

Take a look at 517.21 Is the toilet, sink and bed in the same room or a seperate bathroom in the patient room with the bed?

It doesn't talk about patient bed locations it talks about patient care areas which would include exam rooms and such. I usually see them there, but I would say that they are not required.
