12,470 VOLT CABLE EXPOSED IN INDUSTRIAL LOCATION

I'm inspecting the electrical on Wate water treatment plant. They have medium voltage cable 12, 470 coming off the end a cable tray about 5 ft off the ground going to a PVC stub up. This building seats 5ft off the ground. The cable is exposed??

Would this possible anywhere in the NEC

392.10(B)(2) specifically permits single and multi-conductor cables to be installed in cable tray in industrial occupancies.
However, if the PVC does not stub into the tray, that part of the cable would be a violation, in my opinion.

There is no definition of an industrial location. But if the WTP has a 12,470 cable in a tray it would seem to be industrial. Bit the cable needs to be supported like Don said
