Commecial partition office furnishings box access

This issue has come up again. Even though is do like having the j box for the cubicle furnishings easy accessible without taking apart part of the partition, it was shown to me that technically it's not a code violation to block them because the partitions are not part of the 'building structure's or finish.'

Now a different inspector has started tagging it and saying it is a violation recently on projects.

Has the enforcement changed in any one else's area? Are they calling out the cubicle furniture as violations when they block the connection j box?

The junction box has to be accessible. IMO a furniture partition is not part of the building structure or finish so having to remove a section to access the box is not a violation.
