Removing ballasts in a direct wire retrofit

It is good practice but is it NEC code that requires he ballasts to be removed when retrofitting fixtures to direct wire LED lamps?

NEC 110-3(b) States to follow the directions of your listed product. Do the directions say to remove it? If so it's required.

If you are retrofitting an entire facility disposal becomes more of a significant issue vs abandoning in place.

If you had some agreement to dispose of them then you probably should do so.
