Shutdown of switchboard. ‘Phase ground safety cables’

Our [union] company is being subcontracted by another [non union] electrical contractor (called out as 2nd company here) to install new EV chargers and related distribution equipment fed from existing 4000A switchboard.
Building’s electrician (company #1) is scheduled to swap a couple existing breakers during the same utility shutdown. Our scope during shutdown is to install 1 new breaker in a separate section of the same switchboard.

Copied and pasted a section from their planned procedures.
Looking for some clarity on what they may mean by the bolded text “attach phase ground safety cables”.

Confirm Power Company on site and ready for shut down.
Confirm customer OK to proceed.
(company name), start and warm up genset.
Manually transfer ATS / Call center to genset power and confirm.
Shed building load.

2nd Company to Notify Power Company to deenergize the building.
Confirm Outage.

– proceed replacing leaking 400 amp ATS 2 breaker and 1200 amp
submain breaker.
2nd Company - proceed with Ev Charging work and inspection.

They are referring to a set of cables that clamp all conductors and ground wires together, they are jumper sets to insure the cables can not be reenergized.

Agreed, we always had a check list going into a shutdown and coming out, removing the ground cables were on the list.

Someone needs to know what you have on the line side to connect the cables to. The ones in the picture in post 2 are intended to be connected to conductors and may be difficult to use in large switchgear. They make other clamps more suitable for connection the the busbars.

We had an assortment of sets and you are correct Don, the example I posted is for cables.
