I have a 400 amp service that consists of (2) 200 amp disconnects.

There is no u fer present due to the type of precast wall system used.

My only GE is going to be be two 8' x5/8 galvanized rods.

If I am reading the code correctly, a #6 Cu conductor continuous from each disco to the rods is all that's required.

Service entrance conductors from meter to each disco is 2/O Cu.
This is a residential application.

Could I tee at the disconnects with a irreversible crimp and just take one conductor to the rods?

Correct unless there is metal water piping 10' or more coming into the building

Non compliant-- 3/0 copper is needed since neither panel controls the entire load of the service

Yes but if you go into the meter, if allowed there, then you don't need to go to each disconnect. It also may be cheaper to run 2- runs of #6 to the rod
