Grounding at main cabinet

Older Type-NM cables have grounding conductors separated and secured to a screw in the top of the panel. Other grounding conductors are secured to the screw within the cabinet. I do not remember seeing this before... any advise?

Where is a bolt or screw identified as suitable for more than one conductor termination.

Yeah I know "identified" is subjective....I ain't seeing it myself.

Terminals for more than one conductor and terminals
used to connect aluminum shall be so identified.
a bolt is not a terminal. the code does not restrict how many wires can be connected to a bolt.
