Grounding in a Fuel Laboratory

Does anyone have experience with grounding systems at a fuel lab counter-top for the control of static electricity? This is basically a grounding bar or bare conductor along the counter-top of a fuel lab with ground clamps to ground all fuel containers placed on or near the counter top. Also, any info on personnel grounding touch pads would be appreciated. Which are the manufacturers of this type of equipment?

The info should be compliant with NFPA 77: Recommended Practice on Static Electricity, 2014. This is for a Naval Facility.

Better have a qualified engineer familiar with NFPA 77 static grounding design the system. The engineer will also classify locations specific to the hazardous liquids.
