HAZMAT Container as Separate Structure

I have a HAZMAT container sitting on concrete 3' from the building that feeds its panel board for lighting and fan power.
The panel board has a 4 wire feeder from the building next to it with EGC installed.
Can I run the GEC to the building steel even though it is not the "building or structure being served" per 250.50 or do I need to add its own grounding electrode system?
There is a ground ring encircling the building that is bonded to building steel and the lightning protection system.
The container is falls under the buildings sphere of protection, so there will not be air terminals installed on it.

IMO the code requires the GEC to go to a grounding electrode system. If the structure does not have a qualifying GES, you have to create one.

Having said that, there may be other or additional requirements since you have a lightning protection system.
