using structural steel as a bonding pathway

So I have a dumb question. Assume you are coming out of cable tray with CT-ER wire to a conduit sleeve into a junction box. Then route the wire thru a short section of metallic flex into a piece equipment. Assume all equipment (xfmr, panel, utilization equipment) is mounted on continuous or welded structural steel where all equipment is mounted with machine screws with two threads engaged. The sleeve pipe and junction box are mounted with self (not machine thread) tapping screws . In order to properly bond the box and sleeve pipe, can a single machine screw be installed thru the junction box to steel, or should the CT-ER wire be stripped back and the egc tied to the junction box before traveling to the equipment?

My position is run a machine thread screw thru the ground on the box and go about your day. And now to select the most appropriate emoticon..... I think sunglasses pretty much sums me up :cool:
