Grounding or bonding cable tray used for 15kV cabling.

I currently have 7 miles of aluminum cable tray that interconnects multiple production well sites and 15kV switches. The tray starts and stops numerous times without anything bonding it together. The cable tray is bolted to the production well buildings but not the 15kV switches. There are no grounds from the switches to the cable tray.
A new circuit is being added from a switch to a transformer. Neither is bolted to the cable tray. I assume they should have pulled at least a wire at each end to bond the tray to the transformer and the tray to the switch? Are there different rules for concentric neutral or tape shielded cable. some of our cables are triplex epr tape shield and some are single conductor concentric neutral.
